New York City Administrative Codes

Lighting Code of the City of New York

The Administrative Code of the City of New York (§686. Sec. 27-2040) requires that multiple dwellings have adequate lighting at or near the outside of the front entranceway of the building and keep same burning from sunset every day to sunrise on the day following.

The following code applies to all multiple dwellings:

  • 22-foot frontage or less -- one or more lights with an aggregate of not less than 100 watts incandescent or equivalent.
  • More than 22-foot frontage -- one or more lights with an aggregate of not less than 200 watts incandescent or equivalent.
  • More than 22-foot frontage and front entrance doors have a combined width in excess of five feet -- at least two lights, one on each side of the entranceway, with an aggregate of 300 watts incandescent or equivalent.

The Administrative Code (§709 Sec. 27-2049) also requires that street numbers be plainly visible from the sidewalk. The police safety officer also asks us to also put numbers on the back of homes so if they are chasing a burglar in the backyards, they can more easily radio for help. Or if a neighbor sees a fire out their back window, and if there are street numbers on the back of the house, they can report the location to 911.

Removal of Snow & Ice

Every owner, lessee, tenant, occupant, or other person having charge of any lot or building must clean snow and/or ice from the sidewalk within 4 hours after the snow has stopped falling, or by 11:00 A.M if the snow has stopped falling after 9:00 P.M. the previous evening. Snow may not be thrown into the street.

If the snow or ice becomes frozen so hard that it cannot be removed, the sidewalk may be strewn with ashes, sand, sawdust, or similar suitable material within the same time limits. The sidewalk must be thoroughly cleaned as soon as the weather permits.
